Richest man & flooded cities.

This rainy season is the meekest among four rainy seasons I spent in Bangalore. I am afraid to go out when it rains in Bangalore, like all Bangaloreans, as there is fair chance of drowning in some pathhole/pothole/manhole.
Everyday, news of floods in Delhi is seen, heard, read in every possible media. Floods in Mumbai are so notorious even Mumbai's favourite god, Ganesha, runs aways from Mumbai if it rains there!. It seems, a insignificant rain is enough to cause floods in our so called cities. This seems to be a recent affair, is it not?.
in the last 24 hours, all newspapers, websites(indiacentric) including many TV channels which donot have anyother news to broadcast, are shouting from their respective rooftops that an Indian is going to be world's richest man by 2014 as predicted by 'Forbes'. His main business is petrochemicals. He is the one who is dishing out plastic in every possible form/shape to we 'proud' Indians. When we go out, whether to shopping or not, end up bringing plastic, in some form, into our residence making him richer. Same plastic end up on the streets, drainage, playground, grazing plains as we donot have least decency of decent disposal of waste. Every drain in all cities, big or small, end up with clogged drains by plastic(many cattles will end with loads of plastic in their gut! ). Naturally a insignificant rain will cause floods even in a small city!. There is no law for the use and disposal of plastic in India, neither we know how to use and dispose.
What a great price we are paying to make one Indian 'richest in the world' !.
